Hold an Art Auction to decide who it should be re-homed with
Hold a :points: or USD auction to decide who it should be re-homed with
Do not re-home group horses, simply give them unlimited breeding slots.

What if (don't shoot me, I hate Nords as much as the next person) adopted group horses worked similar to jokers/quinns? That would alleviate the fear that they were just going to go somewhere to get bred out again (especially because art gives quirlies more slots), and it would be better for mutation bloodlines in the breed. To keep it even more fair, if all adopted group horses came with a flat 100 chime points, regardless of previous art, that would solve the problem of "what about the group horses with no art?" Previous art wouldn't matter--would be null and void, for all intents and purposes so if some douchebag decided to take their old art of the group horse and recolor it with their own, it really wouldn't be a problem. Since the adopted quirly would be sterile and have no need for new slots, said reward could be turned into something else and given to another quirly. Slots, dews, chimes, spirals, a slot to a new group horse...there's all sorts of options. This would fix basically all the problems listed in the comments. The new owner would have a reason to not let the "used up" group horse collect dust (as the owner of a sterile quirly, I can definitely say that sometimes it's hard to talk myself into doing art/lit for a horse I can't breed--even if she's my favorite design) and new blood could come into the group horses which helps the breed and the members--especially since mutations pass unnaturally, it's hard to get quirly slots, and imports are severely restricted.

As for the actual raffle, if the above is enacted--especially the part about them becoming sterile and given a flat 100 chime points, how it works becomes kind of irrelevant. I'm strongly against a USD auction for obvious reasons. Almost everything about harpg is geared toward people with a lot of expendable cash. Most of us don't have that, so it'll just be the same handful of people buying each time. But whether it's just a 1 comment = 1 ticket raffle or an art auction...either/or? If the previous art counts for the horse, it's not fair in any way. So as long as previous art is somehow nullified, even raffling only to people who have done art for the quirly is totally fine. =] My preference would either be a raffle only for people who have done art/lit of the adoptable group horse or a simple 1 comment = 1 ticket raffle, though.
